The error looking to appear before the screen popped up from the HMRC to grant authorisation again.
You can try the below steps to see if you can clear the credentials and open up the HMRC website.
Go into the Administrator Desktop and select Web Service Maintenance.
Double Click the VAT Making Tax Digital line.
Go to the Authenticate drop down.
Do Clear Credentials and Authenticate.
It will ask if you are sure as you might be already doing a VAT submission click yes if you haven't been able to create another submission.
If there is already an open submission that hasn't been submitted you won't be able to clear the credentials.
Go through the steps of authorising your user on the HMRC website if you get any sort of pop up error but it still allows you to go through this will have been the issue.
Grant authority and then Ok out of the option.
You should be fine to go back in and try to create a new VAT return.
