When the error about fee earner time is received when archiving a matter then you need to check that there isn't any draft time lines waiting to be posted:
From the LAD select the Enquiries tab.
Click on Time.
It will open up Todays Time and you need to amend the dates to be over a longer period to check for unposted time.
Take out the Name in the Posted By so it is looking for everyone.
Make sure the Show Posted option is not highlighted.
Then select Refresh.
Find the relevant time line on the matter you are archiving, you can either then post this time by selecting Update.
You can also select Reverse to delete this off the system.
