This can be done via the User Manager:
From the LAD go to the Firm Tab.
Select The Administrator Desktop.
Select User Manager, find the user you are updating.
Tick the box on the user and select User Privileges.
Select Billing.
Tick the option 'Can Apportion fees manually'.
Select OK and leave the User and User Manager program.
The User will need to log out of the LAD desktop to have the changes take effect.
